15.04.2012 13:15

Rockets fired at parliament building in apparently co-ordinated assault on government and diplomatic areas A series of explosions followed by sustained gunfire have shaken the Afghan capital in what appeared to be a co-ordinated attack on two areas frequented by Afghan government officials and their international allies. The first blasts struck the Wazir Akbar Khan area of central Kabul, home to a number of embassies and a Nato base. Gunfire broke out soon after, forcing people into the street to take cover. Smoke could be seen rising from a few buildings as sirens wailed. Heavy gunfire continued more than 30 minutes after the initial explosion. Attackers also fired rockets at the parliament building, in the west of the city, and at the Russian embassy, a spokesman for the parliament said. Militants who had staked out positions in a tall building were firing rockets in different directions, according to an Associated Press reporter at the scene. It was not immediately clear what they were targeting. It was the first attack in Kabul since a shooting inside the interior ministry in February in which a ministry employee turned a gun on Nato advisers and shot two soldiers dead. Two £100,000-plus BBC staff avoid income tax Quick resume for : Two £100,000-plus BBC staff avoid income tax

15.04.2012 02:14

Employees face only 20% corporation tax after having wages paid into service companies Two highly paid full-time BBC executives are able to avoid income tax because they are having their earnings paid into service companies. The employees, each earning more than £100,000 annually, have been working for the corporation for more than a year and continue to do so. The tax arrangement could save them thousands of pounds, as it allows them to pay corporation tax of 20 per cent, rather than income tax at much higher rates. The revelation will be an embarrassment for the BBC at a time when tax avoidance has been described as "morally repugnant" by George Osborne. The use of service companies is one of a number of tax avoidance measures that the chancellor vowed to clamp down on in his budget last month. Under rule IR35, individuals using service companies for their earnings should be paying full income tax and national insurance unless they are genuine freelancers with multiple sources of income and without fixed employment. However, in response to an inquiry from Labour MP David Winnick about the number of BBC employees working full-time and paid more than £100,000 a year, Mark Thompson, the BBC's director-general, wrote: "We do have two service company arrangements in place for two individuals who have been paid more than £100,000 over the last 12 months, and whose work is now of a continuing nature, but who were both initially contracted on a fixed-term basis." Thompson would not reveal their identities, but said that they were not in a "senior management position". He said the corporation was "reviewing both of these arrangements" to "ensure that their contractual status reflects their most recent responsibilities". He added: "We do not engage any other service companies on a continuous basis." Winnick, who sits on the culture, media and sport select committee, said: "I think it is unacceptable that a constituent of mine earning £20,000 a year is potentially paying more in tax proportionally than highly paid executi…

17-year-old from Birmingham accused of conspiracy to cause public nuisance and offence under Computer Misuse Act Police investigating hoax calls to a Scotland Yard counter-terrorism hotline have charged a 17-year-old boy with two offences. The teenager, from Birmingham, is accused of conspiracy to cause a public nuisance and an offence under the Computer Misuse Act, a Scotland Yard spokesman said. The hearing was held at Westminster magistrates court in London. An official said it was conducted by Hammersmith youth court, where the boy would appear again on 25 May. He was given conditional bail. The Metropolitan police's central e-crime unit said it was aware hoaxers had called the hotline and made recordings of their conversations with anti-terror staff. The force said on Friday that a 16-year-old boy who was also held on Thursday night had been bailed to return to a police station in the West Midlands pending further inquiries. A statement added: "Public reporting is an important part of the fight against terrorism and any attempt to disrupt this service will be investigated thoroughly." Anonymous member James Jeffery intended to publish details of 10,000 women stolen from British Pregnancy Advisory Service An anti-abortion computer hacker who stole the personal details of 10,000 women from Britain's largest pregnancy advisory clinic has been sentenced to almost three years in prison. James Jeffery, 27, was a member of the hacking collective Anonymous and had intended to publish the names, email addresses and telephone numbers of thousands of women, which he had taken from the British Pregnancy Advisory Service (BPAS) website. Jeffery, who had previous convictions for theft, cannabis cultivation and assault, had pleaded guilty to two offences under the Computer Misuse Act at Westminster magistrates court . During sentencing at Southwark crown court on Friday, it was revealed that Jeffery was a member of Anonymous who had been in contact with their leader, Hector Xavier Monsegur, also known as Sabu, for more than a year. Last month Monsegur was revealed to be working for the FBI as an undercover informant. It is not known whether Monsegur knew of Jeffery's plans in advance. Copying Anonymous's style, Jeffery boasted of his feat on Twitter soon after his crime. However, the former software engineer, described in court as an "able" hacker and "whiz-kid", was quickly tracked down by police to his home address in Wednesbury in the West Midlands after he failed to hide his computer's IP details. Police arrested him in the early hours of the morning of 9 March. The court was told that Jeffery had targeted the BPAS because he disagreed with the decisions of two women he knew to terminate their pregnancies. After hacking into BPAS systems Jeffery also "defaced" its website's homepage with the logo of the hacking group Anonymous and plastered it with an anti-abortion screed. "An unborn child does not have an opinion, a choice or any rights," Jeffery wrote. "Who gave you the right to murder an unborn child and profit from that murder? "The product abortion is skilfully marketed and sold to the woman at a cr…
